Is there a difference between a scanner and a camera when I submit my ID?

It depends on the case, so it's hard to say
Most of them don't talk much even if they're taken with a cell phone camera, but in certain cases, there are places that stipulate that cameras other than scanners should not be used

If you take a picture with a camera and cut the edges well with Photoshop, it's no different from a scanner
