Is it possible to go on a package tour and have a free trip?

Looking at some packages, there are places that are cheaper than looking for flights and accommodation.

Is it possible to go on a package trip and travel freely like this?

So I was wondering if it would be possible to take a plane together and stay there together and move the rest individually.

If you have a problem moving around individually, the travel agency will be responsible for it, so we won't let you do that

I don't think so for any other reason
In the case of cheap packages, guides pay money to travel agencies to guide them
They make up for the damage that's caused by that by taking them to a shop or a restaurant or forcing them to choose, and they make up for it with that fee
If you act freely, you won't be able to do it, so of course you won't
